Pathway INC develops and operates programs to advocate for low- and moderate-income individuals and families. Founded in 1964, it creates programs that empower, mentor and provide supportive services and assist in eradication of poverty. The organization offers the Home Energy Assistance Program, which is a federally funded program that is administered by the Ohio Department of Development and assists in meeting the high costs of residential heating. The Economic Opportunity Planning Association of Greater Toledo is the designated Community Action Agency for Lucas County, Ohio.
