Employee using hands to put Doughnuts on Conveyer belt

I was in at 9am on Sunday morning 6/9/08 eating in. an employee was putting the doughnuts on the conveyer machine to have the sugar dropped on with her hands ..thats right not with gloves or a straw. I got up to make sure what I was looking at thru the glass. She immediately turned the tray where I could not see. She had long braids and her hair was red. When we came into store she was working the window and taking money. I doubt she washed her hands. I will be reporting to the Health Dept.
