Took our money and made the problem worse

I needed our water heater repaired. They said they could do it for $150. When the plumber showed up, they said they should probably replace it for $600 or they could temporarily fix it for the original $150. We opted for the temporary fix since we are tight on cash. My wife paid cash, and they left without turning the water back on. When I got home, I noticed that there was no hot water, so I turned the water back on and the water heater immediately started leaking water. I called them and left a voicemail asking that they come back and fix the water heater. They won't return my calls.
