UHHR provides specialized mental health, medical, and case management services to improve opportunities, restore hope, and foster self-reliance in individuals, families, and communities that have survived torture, war-related trauma, and human trafficking. We also provide training and consultation statewide to members of the community and to professionals, such as medical providers, educators, social service agencies and police departments. Our statewide capacity building program helps agencies identify victims of torture and trafficking and improve the quality and efficacy of victim assistance in Utah. UHHR was founded in 2003 by Cynthia Willard, M.D. as a response to limited awareness in Utah's medical community about the special needs and treatment of torture survivors. Over the past five years, UHHR has developed and significantly expanded Dr. Willard's vision. UHHR is the only federally supported torture treatment provider in Utah and a member of the National Consortium of Torture Treatment Programs. We are also the lead agency of the Utah Trafficking Victim Assistance Program ( UTVAP ). The only program of its kind in Utah, UHHR works with law enforcement, service providers, and community agencies dedicated to identifying and serving victims of trafficking in Utah.
