I took a boat trailer to them ...

I took a boat trailer to them that was damaged on the left fender. They replaced the fender with a new one. 23 months later, the fender is bubbling up with rust, while the other origional fender has zero rust. Obviously they didn't prep the fender correctly. I called asking them to sand the fender smooth, prime, and repaint. He said NO.......This trailer is 3 years old and the fender they replaced looks like crap....
