$42 billion in annual sales revenue and Safeway could not simply ask the lady to pay for the sandwich?? Jail? Really? Poor decision by management. NO MORE SAFEWAY SHOPPING FOR ME.

I know there is a massive shopping problem for retail stores of all kinds, but you really should try to hire security officers who are more than just menial laborers on minimum wage. Sometimes one has to stand back and look at the facts...determine who will eat a $5 sandwich and who will walk out with twenty-five steaks in their underwear. This whole thing could be handled without taking the child from their parents. I'm normally pro-police and pro-management (my son is a police sergeant in a large metro area) but more and more I see where they are getting a little too pro-active, as in this case. I'm surprised they didn't cuff the child. More police are being killed on the job, and I'm starting to understand why. If I were in a community with Safeway and had a choice, I'd never set foot in there. Shame on you!
