long wait to be seated

we absolutely love to eat at IHOP, but each time we go to this location we are disappointed with the service. It starts with waiting to get our name on the list, then we notice many empty tables, but nobody is getting seated. Once we are finally getting to our table, the waiting continues to place the order. Each experience at this location brings us closer to avoiding IHOP in the Eastbay and we often feel like just driving to the city to enjoy a meal at the Lombard IHOP.
