When working at an emergency answering service, there are times when multiple calls come in at once, and due to the multiple natures of calls, sometimes some calls take priority over others. That is why some calls are immediately put on hold. Someone who may be dying definitely takes precedence over someone who has water in their basement.

poor coomuncation skills, always is putting customers on hold right after answering phone. not the best service for a emergency service company.
