Winter Springs General Service includes franchise administration, human resources, purchasing and risk management. The department provides personnel services, including policy review, labor relations, collective bargaining, recruitment, testing, training and records maintenance services. It conducts all purchasing for the city, such as the solicitation of bids and quotes, project coordination, requisition and purchase order processing and vendor relations.
