I do not recommend this practice to anyone. They do not have an accurate understanding of patients' rights and insurance rules and have refused service to my 10 year old son who has been their patient since he was 5 years old. When I showed up for his appointment on Jan 21, 2013 they refused service because they do not accept his new secondary insurance, Medi-cal. I agreed to pay my co-pay but they would not accept it and stated they would not see him unless he no longer had Medi-cal because they were not a Medi-cal provider and stated it was illegal to accept money from a Medi-cal patient for my co-pay on the primary insurance. The manager told me that I must not be able to afford my co-pay if I have Medi-cal.This is discrimination. We were forced to go to an urgent care clinic instead where I had to pay a higher co-pay. Now he no longer has secondary insurance through Medi-cal and they still refuse to treat him until I prove the insurance was cancelled. They have broken the patient abandonment laws. By the laws of the State of CA Medical Board a provider must do several things before refusing treatment to a patient:(This is taken from the boards website):

Although a physician is allowed to sever or terminate the patient/physician relationship, in order to avoid allegations of patient abandonment (unprofessional conduct), a physician should notify patients of the following in writing when the physician wishes to discontinue care.



The last day the physician will be available to render medical care, assuring the patient has been provided at least 15 days of emergency treatment and prescriptions before discontinuing the physician's availability.

Alternative sources of medical care, i.e., refer patient to other physicians, by name, or to the local medical society's referral service.

The information necessary to obtain the medical records compiled during the patient's care (whom to contact, how and where).



This practice did none of these and still refuses to treat my son. I have also contacted Medi-cal and asked if it is illegal for a doctors office to take money from a Medi-cal patient. The rep stated it was not against the law and she doesn't know where this office is getting false information from. I then left a message with the office manager to contact Medi-cal to verify and call me back. She never returned my call.
