After several phone calls that were misleading I got an appointment to talk to somebody in person. They fixed a date and time, sent me a letter to be ready and called me to go to their office. When I reached they kept me in the parking lot and talked to me on the phone! the thing that I could do it at home. Eventually I went to the website and found my answer.
