They are run down and not in good shape. You will freeze in the winter and burn up in the summer. When it rains the windows leak and on a windy day you can feel the wind come in through the windows and doors. The grass is always high and the play ground is not safe for kids, they got rusty holes on the playground and glass in the sand. They always go up on the rent and never fix stuff like they should. Yes, it goes by your income, but compared to other low income apartments this would be a 3 out of 10.

The units are in fair condition. I was under the impression that the units were based on your income. I feel that if you are on a fixed income you should not be paying more for your apartment than someone who is able to work but rather live off the system. The tenants that are quite and don't cause trouble receive threats to be evicted more so than the ones who throw trash into the parking, park on the side that has the yellow line, because some living in the complex have a lot of company or they own more than one vehicle, which makes it very difficult to drive through the circle, nothing is ever said to these tenants because they continue to so the same thing over and over. The word is that some tenants are being evicted so that more family members of the ones employed by the housing authority can move into the complex.
