Upper East Tennessee Human Development Agency has various service centers throughout Tennessee, including Kingsport. It is a social service and welfare organization that provides basic resources and support services to low-income individuals and families, senior adults and people suffering from various disabilities. It offers various programs, such as the individual development program, low-income home energy assistance program and senior community service employment program. Its individual development program encourages families to save a portion of their earned income for the purpose of buying a home and for postsecondary education. The agency also offers Head Start program that serves more than 1,000 children and families suffering from learning disabilities by providing early childhood development programs and health care services. Additionally, it offers special programs for unemployed people and widows and divorced men and women. The agency receives financial support from various organizations, such as the Tennessee Department of Human Services and Tennessee Department of Labor and Workforce Development. It also has centers in Bristol, Mountain City and Rogersville, Tenn.
