Mr. Penn represents individuals charged with criminal felonies and misdemeanors, as well as serious quasi-criminal charges including traffic matters. He has practiced law throughout the Midwest, including representation of clients in states neighboring Illinois; he has maintained primary office in Peoria, Illinois for 40 years, also maintaining a Chicago, Illinois office since 1980. Mr. Penn is a trial lawyer whose experience in the courtroom and experience with settlement negotiation dates back to 1967. In 1970, he became a part-time assistant public defender in Peoria County handling primarily felony cases. In 1973, he was appointed chief public defender for Peoria County, a part time commitment he has fulfilled, and continues to fulfill, to the present date. His extensive and varied trial experience, as the same pertains to his work as chief public defender and further as the same pertains to his long-standing private criminal practice makes him uniquely qualified to represent criminal defense clients in a wide array of matters. Since 1969, he has also practiced extensively in the federal system, primarily in the United States District Court, Central District of Illinois. His practice is solely in the area of criminal representation.
