Scam Artists and poor business people. Penney the owner may know how to clean a chimney, but doesn't know how to be honest in her pricing. Don't expect a call to let you know that they won't be there on time... you are not that important to them. Buyer Beware. Check the Better Business Bureau. They are being turn in for the unethical business practice, taking advantage of seniors, and hostile presence. BTW, if you want to know what it will really cost, double whatever the quote is they give you. At least it will be close then.
